In the aftermath of mass violence, emergency managers are confronted with a 'second incident:' the rapid convergence of spontaneous volunteers, donations and informal memorials. While these are expressions of public support, unmanaged convergence can strain response operations, create safety risks, complicate investigations, and unintentionally retraumatize victims and the community. This session will examine best practices for managing these issues within an emergency management framework that prioritizes coordination, accountability and community trust. The session will emphasize proactive planning, cross-sector partnerships and clear public messaging. Special attention will be given to the emotional and symbolic significance of memorials and how EM's can balance operational needs with victim centered practices.
