Tim Carter serves as Director of Emergency Management for Coconino County, Arizona, overseeing countywide preparedness, mitigation, response, and recovery operations across the nation's second-largest county. With over two decades of public safety experience, he has dedicated over 14 years to Coconino County, advancing through roles in Emergency Management before his appointment as Director in August 2025. He holds a bachelor's degree in Criminal Justice and a master's degree in Emergency Management and Homeland Security. Carter is a Certified Emergency Manager through IAEM and is a Master Emergency Manager through the Arizona Emergency Management Association. Recognized for expertise in disaster response, hazard mitigation, and interagency coordination, Carter is known for building and sustaining strong partnerships with local, state, federal, and tribal agencies. He manages multi-million-dollar grant programs, leads complex emergency operations, and develops innovative public safety initiatives. He is a seasoned emergency management and incident command instructor and has spoken on relevant and emerging topics in the field at IAEM symposiums and regional and state associations.
