Mandy Gardner has been working in emergency management and homeland security consulting since 2009, with experience spanning stakeholder coordination, project management, exercise design and development, emergency planning, survey design, and data analysis. She has led the design, development, control, and evaluation of dozens of discussion- and operations-based exercises for clients at the local, regional, and state levels. Mandy has supported a wide range of complex preparedness initiatives, including emergency operations planning, continuity of operations, THIRA/SPR assessments, and complex coordinated attack planning. She is recognized for her ability to manage multi-agency planning efforts, facilitate stakeholder engagement across diverse jurisdictions, and deliver projects that are both technically sound and operationally practical.
In her current role as Manager in the Planning and Preparedness Division, Mandy oversees multiple concurrent planning and preparedness efforts nationwide. She leads a team of planners and project managers, manages cross-functional teams and subcontractors, and ensures consistent, high-quality deliverables that meet client needs and local, state, and federal requirements.
