Mr. Matthew Bursley, MPH, PEM, manages the Response Planning Unit (RPU) within the Michigan Department of Health and Human Services Environmental Health Bureau (EHB), bringing a decade of experience in environmental health, emergency preparedness, and epidemiology. He leads his unit in efforts to support planning, incident response, and hazard mitigation, ensuring the Bureau can rapidly and effectively respond to environmental, chemical, and physical threats. His unit collaborates extensively with local, state, and federal emergency management partners to identify, investigate, and mitigate environmental, chemical, and physical hazards. Mr. Bursley also serves as Co-Chair of the CSTE Emergency Management Collaboration Workgroup, promoting national-level collaboration between public health and emergency management disciplines. He is pursuing a Doctor of Public Health (DrPH) degree in Health Security at the Johns Hopkins Bloomberg School of Public Health and holds an MPH from the University of Michigan in occupational and environmental epidemiology. He is a certified Professional Emergency Manager (PEM) by Michigan State Police. His work focuses on enhancing operational readiness and improving systems that link epidemiology with emergency management for all-hazards preparedness.
