Baillie Brooks is an Emergency Manager with a background in public health preparedness, healthcare coordination, and disaster response. Her interest in the field began during her undergraduate studies, where she double majored in Public Health and Environmental Studies and served as president of her local Medical Reserve Corps chapter, supporting regional response efforts. Baillie earned a Master of Public Health in Environmental & Occupational Health from the University of Colorado Anschutz Medical Campus, along with a Certificate in Public Health Preparedness and Disaster Response. During her graduate program, she gained experience through an internship with All Clear Emergency Management Group and a capstone project with the Colorado Department of Public Health and Environment supporting COVID-19 continuity planning. After graduating in 2022, Baillie worked with All Clear as lead for the Vermont Healthcare Emergency Preparedness Coalition, overseeing programs for 14 hospitals. She now serves as the Emergency Manager for UCHealth Highlands Ranch Hospital, Inverness, and Cherry Creek Ambulatory Surgery Centers and remains active in leadership roles within IAEM.
