Efrain Garcia is a Senior Project Officer at the Biomedical Advanced Research and Development Authority (BARDA). His duties include overseeing and managing various multi-million-dollar Government contracts for the advanced development and procurement of medical countermeasures for chemical threats. He also led various projects in the Government-wide COVID-19 Therapeutics Response to develop treatments for patients with COVID-19. In 2021, he was awarded a Certificate of Commendation by the Office of the President of the United States in recognition for his efforts during Operation Warp Speed. He also received the HHS Secretary's Award for Meritorious Service and the ASPR Superior award in 2023.
Prior to joining BARDA, Dr. Garcia was the Branch Chief of International Partnerships in the Division of International Health Security of HHS, where he led the Department's efforts to promote and engage in strategic bilateral and multilateral international partnerships for preparedness and response to public health threats of international concern. Dr. Garcia led the PHEMCE Interagency Chemical Requirements Working Group tasked developing requirements for chemical medical countermeasures.
