Rachel Porter is an emergency management leader specializing in critical infrastructure resilience, with nearly 20 years of experience building and leading programs across the public, private, and nonprofit sectors. She currently leads resilience and emergency management for Transmission and Distribution at Arizona’s largest electric utility, supporting reliable power for nearly 1.4 million customers. In this role, Rachel designs frameworks, strategies, and operational coordination processes that protect critical operations, strengthen grid reliability, and support effective response to disruption. She has been at the forefront of efforts to strengthen resilience across the bulk electric system through her service on the North American Transmission Forum’s Resilience Practice Group Core Team, helping shape industry guidance and resilience methodologies for the energy sector.
Rachel is an Arizona Master Emergency Manager and Certified Business Continuity Professional. She is a field-tested emergency manager who has deployed to disaster response operations and directed operational coordination during complex incidents. Committed to advancing the profession, she also serves as Chair of the IAEM-USA Community and Member Engagement Committee.
