Susan Agada, PhD, MDEM, is an emergency management scholar, educator, and international consultant. She is the President and Founder of the International Association of Emergency Managers (IAEM) Africa and has played a leading role in advancing emergency management education and professional development across Africa.
Dr. Agada serves as a Professor of Disaster and Emergency Management in Canada and has worked extensively with governments, academic institutions, and international organizations on disaster risk reduction, emergency preparedness, and organizational resilience. Her research focuses on vulnerability, institutional governance, disaster risk reduction, and emergency management theory, with particular emphasis on the role of institutional systems in shaping disaster outcomes.
Her current research introduces the concept of institutional neglect as the organizing principle of vulnerability, proposing a new theoretical framework that examines how governance failures, policy omissions, and institutional decision-making systematically produce and reproduce vulnerability.
