Jennifer Tobey has been Elkhart County's EMA Executive Director since 2006, leading Mitigation, Response, and Recovery via an 'All Hazard' approach. Under her command, the county declared emergencies annually (except 2013/2016). She has managed complex incidents including the Vim Recycling and Waste Management fires, two major floods, COVID-19, four Presidential visits, and the Elkhart County 4-H Fair.
