Sadie Martinez

Sadie Martinez is the Colorado State Division of Homeland Security and Emergency Management's Access and Functional Needs Coordinator. She supports state agencies and local jurisdictions in the development of inclusive, whole community emergency-operations plans that adequately account for people with Access and Functional Needs. She provides emergency-preparedness workshops and serves as the Access and Functional Needs subject matter expert during state-level planning initiatives. Sadie is a planner of integration of Access and Functional Needs in Emergency Management for the State of Colorado. As the Access and Functional Needs Supervisor for the Division of Homeland Security and Emergency Management, she is redefining how we protect every community member during a crisis.

With over 35 years of expertise spanning human development and emergency management, Sadie moves beyond labels like "vulnerability" to focus on results. She champions the CMIST resource disruption framework—an innovative approach that identifies the specific resources needed in Communication, Maintaining Health, Independence, Support Services, Safety, and Transportation to keep a community whole. By shifting the conversation from "special needs" to resource solutions, she works towards a universal language that bridges gaps across disability, culture, and service barriers.
