Jennifer Talarico is a Program Analyst in the U.S. Small Business Administration’s Office of Disaster Recovery and Resilience. She is a trusted expert in rural disaster initiatives, collaborating closely with USDA’s Farm Service Agency, the Federal Emergency Management Agency, the National Emergency Management Association, and other federal, state, and local partners. She coordinates outreach events, including listening sessions with state emergency managers, and evaluates nationwide rural engagement initiatives to refine policy and expand access to disaster assistance for rural communities. Her earlier work as a Business Opportunity Specialist in the Office of Field Operations and, previously, as a Supervisory Loan Officer in the Office of Disaster Assistance and a Supervisory Financial Specialist in the Office of Government Contracting, working in federal procurement, stakeholder engagement, and regulatory compliance, continues to inform her current work in disaster policy and program evaluation.
