Richard Volger

Interagency Coordinator
U.S. Small Business Administration, Office of Disaster Recovery and Resilience

Richard M. Vogler serves as a Program Analyst and Interagency Coordinator/Planning Specialist with the U.S. Small Business Administration’s Office of Disaster Recovery and Resilience, where he supports national disaster policy, interagency coordination, strategic planning, and public sector partnerships. With more than 22 years of federal service, as well as prior service as an officer in the U.S. Air Force, he has extensive experience leading cross-functional initiatives involving policy implementation, audit coordination, operational planning, and organizational performance improvement across programs with nationwide impact. In his current role, Richard works closely with federal interagency partners to strengthen disaster assistance coordination, support policy development, and enhance communication strategies that improve disaster recovery operations and stakeholder engagement. Richard is a certified Project Management Professional and holds a Master of Public Administration from the University of Washington.
