Judson M. Freed, MA, CEM is an Adjunct Professor at Millersville University and the Founder and Principal of Crisis and Risk Advisors, LLC. He previously served as Director of Emergency Management and Homeland Security for Ramsey County, Minnesota, where he led the program for more than two decades. A Past President of IAEM-USA and member of the IAEM Global Board, Freed has more than four decades of experience in emergency management, homeland security, crisis governance, and public policy. His work focuses on organizational readiness, resilience, governance, and executive decision-making in complex operational environments.
Judd also teaches as adjunct faculty at Idaho State University, a lecturer in Risk at the University of Minnesota, and has been involved in government affairs issues on a national basis for twenty years.
