How many after-action reviews have you attended where one of the main challenges of the response is not having enough resources to effectively manage the incident and avoid responder fatigue? As the federal government contracts, this challenge is only going to grow. State and Local governments need to be looking at resource contingencies beyond the MOUs and MOAs that were developed at the beginning of the NIMS dynasty. State Defense Forces and private contractors can be powerful weapons in the arsenal, but many states are not set up to effectively engage these resources when the time comes. When the activation and/or contracting mechanisms do exist, not enough joint training has occurred so the first 72 plus hours of the incident is spent learning processes rather than managing the incident. In this course we'll explore sources for resources you may not yet have engaged and discuss a practical approach to preparing your jurisdiction to be able to engage and effectively work with these resources when the time comes. We'll explore common roadblocks, such as regulatory restrictions, operational security, and qualification management. You'll walk away from this session with some practical knowledge that you can take back to your jurisdiction to begin building bench strength and addressing the growing resource challenges facing our industry.
