Washington State's December 2025 Flood Response: When Years of Preparation Paid Off

The December 2025 floods tested Washington State's emergency management system with, record river flooding, extreme winds, landslides, and requiring the largest statewide disaster response in many years. While the hazards and impacts were extreme, the response was highly successful as a direct result of years of deliberate investments made since the COVID-19 Pandemic to strengthen planning, partnerships, credentialing, training, and coordination mechanisms. This incident provides a clear case study of how sustained strategic preparedness efforts can meaningfully influence outcomes during large-scale, quickly-evolving disasters.
This session provides an overview of the December 2025 flood incident and statewide response, followed by an examination of the readiness work undertaken by Washington's Emergency Management Division over the previous five years leading up to this disaster. Topics include advances in planning and coordination, legislative and policy changes, workforce development, training and credentialing, executive education, and strengthening multi-agency partnerships. Using the flood response as a practical lens, the presentation highlights which preparedness investments proved most impactful, where gaps remain, and how long-term readiness initiatives translate into real-world performance during complex, statewide emergencies.
