Over the past decade, Pennsylvania has transformed fragmented, agency-specific weather observing systems into a unified, public-facing capability known as the Keystone Mesonet. What began as an effort to integrate five Commonwealth networks into a single, real-time platform has evolved into a cornerstone of public safety, emergency management decision-making, and weather education statewide. The project was designed to expand access to surface observations, improve warning lead times, and reduce loss of life and property through shared data and threshold-based alerts for emergency managers.
This presentation traces the Mesonet's growth from concept to operational infrastructure, including its integration with flood warning modernization efforts, expansion of sensor coverage to address persistent 'data holes,' and partnerships with Penn State, the National Weather Service, and multiple state agencies. It also highlights the network's evolution beyond technology, including the addition of 50 new stations, development of user-friendly mapping and alerting tools, and creation of K-12 curriculum to build weather literacy and long-term community resilience.
Attendees will gain practical insight into interagency collaboration, funding strategies, and lessons learned when building and sustaining a high-reliability environmental monitoring system.
