Dr. Erinn Harris is an emergency management and homeland security professional with over fifteen years of experience advancing preparedness, operational coordination, and public safety system improvement in a large metropolitan region. She is Program Manager for the Urban Area Security Initiative at the Baltimore Metropolitan Council, leading regional grant strategy across seven jurisdictions, focusing on risk based investment planning, governance, and capability sustainment.Throughout her career, Dr. Harris has developed system level initiatives that improved operational performance and cross agency coordination, including a medically triaged 911 diversion program, a mobile integrated healthcare model, and quality assurance and compliance processes. Her work emphasizes translating operational realities into structured programs that enhance resilience and long term capability.She holds a PhD in Public Policy with a concentration in Emergency Management from the University of Maryland, Baltimore County, as well as graduate degrees in Emergency Health Services and Public Administration.
