Thomas Walmsley, CEM, is an emergency management executive with over two decades of experience spanning local, state, and federal environments. As Director of Emergency Management for Bernalillo County, he oversees preparedness, response, and recovery operations for New Mexico's most populous county. His career includes leading EOC activations for major incidents, managing complex interagency coordination, and advancing statewide initiatives on resilience and critical infrastructure protection. A FEMA Vanguard Fellow and IAEM USA Emergency Manager of the Year, Thomas holds a Master of Arts in Emergency Management and Homeland Security from Arizona State University and serves as President of the New Mexico Association of Emergency Management Professionals, where he champions professional development and collaboration across the field.
