Mona Bontty serves as a Portfolio Manager with Constant Associates, leading a diverse portfolio of emergency management programs focused on preparedness, response, recovery, mitigation, continuity, training and exercises, and large-event readiness. She provides strategic leadership, executive oversight, client engagement, and project direction for initiatives that strengthen community resilience and organizational preparedness.

Prior to joining Constant Associates, Mona spent more than a decade with the California Governor's Office of Emergency Services, supporting statewide emergency management operations, preparedness programs, training and exercises, and Whole Community planning. She directed a Regional Emergency Management Program serving one of California’s most populous and complex regions and supported response and recovery operations for more than 50 state and federally declared disasters.

Mona has extensive experience supporting high-profile events requiring multiagency coordination, public safety planning, and operational readiness. Her expertise includes evacuation planning, transportation coordination, public information and warning, continuity planning, and incident management. She currently supports jurisdictions preparing for the 2026 FIFA World Cup and 2028 Olympic and Paralympic Games.
