The Power of Teamwork and Training: Charting a Reunification Activation in Knox County

When two real-world incidents required the activation of Knox County's school reunification plan-twice within a two-month period-two years of training, exercises, and relationship-building were put to the test. This session examines how Knox County operationalized a countywide reunification team during consecutive activations, highlighting coordination between schools, emergency management, and first responder partners across jurisdictional boundaries.
Attendees will learn how prior exercises and functional training informed on-scene decision-making, staffing, and site operations, and how mutual aid considerations were integrated while respecting jurisdictional authority. The session also reviews the immediate After-Action Review (AAR) process used to capture on-scene feedback, identify strengths and gaps, and convert lessons learned into actionable improvements between activations.

This case study demonstrates how sustained teamwork, clear roles, and continuous improvement strengthen reunification operations and community resilience.
