Jennifer Lazo is an Emergency Management Coordinator II for the City of Los Angeles Emergency Management Department, and has been the Division Chief of the Innovation and Technology Division since 2022. The division covers alert and warning, EOC software systems, access and functional needs, public health, grant management, and geospatial mapping. During her time with the City of Los Angeles, Jennifer has responded in a variety of positions in the Emergency Operations Center to incidents including COVID-19, wildfires (2019, 2025), significant protests (2020, 2025), and many planned events including the 2022 Super Bowl, 2022 Summit of the Americas, 2023 US Open, 2025 January Firestorms, and the 2026 FIFA World Cup.
Prior to her time with the City of Los Angeles, she spent five years as an Emergency Services Coordinator with the City of Berkeley, where she created the Community Resilience Center program and was responsible for emergency management planning and preparedness in the City, focusing on people with disabilities and seniors.
Jennifer is a Certified Emergency Manager with IAEM, and the past Vice Chair of the IAEM Emerging Technology Committee. She was a member of the FCC CSRIC VIII Federal Advisory Committee Working Group. In 2013 she received her MS in Disaster Science and Management from the University of Delaware.
